THC Infused Beverages Endorsement

What Is a THC-Infused Beverages Endorsement?
  • In Connecticut, starting July 1, 2024, package stores (i.e., liquor stores) must obtain a THC-Infused Beverages Endorsement on their package store permit to legally purchase and sell THC-infused beverages.
  • The endorsement application must be submitted through the state’s eLicense portal, costs $500, and must be renewed annually at the same cost alongside the package store permit.
  • Regulations mandate that THC-infused beverages sold by endorsed package stores (and cannabis retailers) must not exceed 3 mg of THC per 12-ounce container, beginning October 1, 2024.
  • Liquor Enforcement Agents began inspecting for the presence of either a waiver or endorsement on package store permits starting July 1, 2024.
What Is a THC-Infused Beverages Waiver?
  • Prior to full implementation of the endorsement requirement, some package stores were granted a waiver allowing them to continue selling existing THC-infused beverages—products they already had in stock—without endorsement, but only temporarily.

  • The THC-Infused Beverages Endorsement is the official, ongoing license that enables package stores to buy and sell THC beverages legally, fully in alignment with Connecticut law.
  • The Waiver was a temporary niche exception that allowed existing THC-infused stock to be sold while stores awaited the endorsement—as a bridge during regulatory transition.
